Foreign Office to Board of Trade.

Foreign Office, March 20, 1913. I AM directed by Secretary Sir E. Grey to acknowledge the receipt of your letter of the 4th instant respecting the question of ratification of the International Opium Convention of 1912.

I am to suggest, for the consideration of the Board of Trade, that meetings should take place between representatives of the Board of Trade, Foreign Office, Colonial Office, and the India Office to discuss the matter.

Sir E. Grey understands that Mr. Harcourt is consulting the various Colonial Governments on the subject of ratification, and he has therefore enquired whether Mr. Harcourt would wish the meetings postponed until those Governments have replied.

of a note to the Netherlands Chargé d'Affaires is enclosed herewith.*
